Would permanently require these pedophile hunters to go away and stay away. May include a reserve pool to cover future claims as they are discovered based upon current records. Gets a bit tricky as it has a specific closed door point and everyone else is shut out but the funds would go from a claim reserve contingency fund back to the contributors.
